For decades, our founders—Rob Delavan, Troy Rulmyr, Levi Collins, and Justin Rupple, watched high-achieving business owners struggle with a common invisible problem: The Silo Effect.

Our Founders
Rob Delavan
CEO & Managing Broker
For two decades, Rob watched business owners get nickeled and dimed by advisors who never talked to each other — the CPA looking backward, the real estate broker looking sideways, the property manager looking down. He built Stratvian to end that.
A top 1% RMLS broker across Oregon and Southwest Washington, Rob is the founder of Delavan Realty and Delavan PDX Property Management, and serves on the boards of the Oregon Association of REALTORS® and the Portland Metro Association of REALTORS®.
He has spent his career building the network most clients only wish they had — and now puts it on every Stratvian client’s team.
Troy Rulmyr
COO & Operational Futurist
Troy Rulmyr is a Futurist, operations expert, and Co-Founder of Stratvian, where he serves as the operational backbone driving organizational health and execution.
His leadership is anchored in his proprietary Five Pillars Framework and Foundational Infrastructure, a system designed to scale business operations, optimize workflows, and align day-to-day execution with deep cultural values.
Leveraging a background in high-stakes leadership and community development, Troy brings a high-energy, deeply accountable approach to building resilient business frameworks.
Ultimately, he builds the structural integrity and firm operational boundaries necessary to help organizations challenge the status quo, break through growth plateaus, and scale sustainably.
Levi Collins, CPA
CFO & Head of Tax
Levi Collins started his own firm in 2024 to move beyond the reactive compliance-only model prevalent in the industry.
He recognized that the greatest value for business owners was proactive strategies to mitigate their taxes rather than simply reporting what was done on their tax returns.
The end result was a quarterly planning offering that works alongside compliance to ensure every client maximizes opportunities and no money is left on the table. Levi lives in Long Beach WA with his wife and daughter.
Justin Rupple
CSO & Director of Tax Strategy
Justin Rupple helps business owners, real estate investors, and high-net-worth individuals identify opportunities to build wealth, preserve capital, and make smarter financial decisions.
With deep expertise in advanced tax planning and strategic advisory services, he specializes in uncovering overlooked opportunities that help clients keep more of what they earn and achieve their long-term goals.
